Kokomo is Proposing a Downtown ‘Designated Outdoor Refreshment Area’ - Here’s What We Know So Far

The Greater Kokomo Downtown Association held a gathering at City Hall on Tuesday, explaining the proposed Designated Outdoor Refreshment Area throughout a specified area in downtown Kokomo. Check out the information the City of Kokomo has released here.

This would allow the purchase of alcoholic beverages from approved businesses within a specified DORA area in downtown Kokomo and legally carry and consume that beverage. The Indiana General Assembly passed a bill last year establishing DORA. Since then multiple cities have implemented the idea.

The DORA is designed to make it easier to social distance, stroll within the district and support our local restaurants and bars. The City of Kokomo will require the posting of signs by retailer permittees participating in the DORA so that a person will know whether or not they can enter the business with an open container of alcohol. Designated Permittees will be required to purchase cups with the DORA logo embedded into them.


Next Steps:

  • Receive applications from potential Designated Permittees.

  • Finalize the DORA Map.

  • Submit to City Council for approval.

  • Submit to the Alcohol and Tobacco Commission for final approval this spring.
